New York CIty has a large population of persons who may require extra assistance in evacuation, sheltering, or post-disaster recovery. Following a settlement in the litigation Brooklyn Center for Independence v. City of New York, NYC Emergency Management (NYCEM) has worked to strengthen preparation for protecting the access and functional needs community as part of their broader efforts.
