Quin Lucie, FEMA Attorney, explains the legal basis of federal emergency management policy

The federal response to disasters and the management of the disaster cycle is in many ways defined by the legal frameworks and laws that control its actions. Many post-disaster critiques may avoid consideration of these legal limitations. Quin Lucie is acknowledged as a leading author considering FEMA’s historical role(s) and its slowly evolving legal requirements.

Lucie has authored several articles on legal issues of emergency management in Homeland Security Affairs.
