Kim Burgo is Vice President of Disaster Operations for Catholic Charities USA. Under Ms. Burgo’s leadership, the office places emphasis on readiness and mitigation practices while supporting network agencies in their response to local communities. Her work has spanned over 300 disasters in the US and over 25 countries internationally.

W. Craig Fugate served as Administrator of the Federal Emergency Management Agency (FEMA) from 2009 to 2017. At FEMA, he promulgated the “whole community” approach to emergency management, emphasizing collaboration between all levels of government and external partners.

Dr. Jason Rivera is an Associate Professor in the Department of Political Science and Public Administration at SUNY Buffalo State. His research uses a broad range of methodologies to focus on individual decision making in disaster management, and their implications for social equity and governance.

Dr. Dara Byrne is Dean of Undergraduate Studies at John Jay College. Her work emphasizes student success in the context of John Jay’s identity as a Minority Serving Institution, and is currently focused on supporting student resilience in the wake of the COVID-19 pandemic.

Dr. Warren Eller is an Associate Professor and Chair of John Jay College’s Department of Public Management. His research focuses on emergency management and recovery with special interest in vulnerable populations.
