Dr. Yevgeniya Gaber is a Non-Resident Senior Fellow at the Center in Modern Turkish Studies, Norman Paterson School of International Affairs, Carleton University. 

Prior to this, she worked as a Foreign Policy Advisor to the Prime Minister of Ukraine (Feb-Dec 2021), Deputy Director of the Diplomatic Academy at the MFA of Ukraine (2018-2021), Second Secretary (political affairs) in the Embassy of Ukraine in Ankara (2014-2018) and Assistant Professor at the International Relations Department of Odesa National Mechnikov University (2009-2014). 

She holds M.A. in International Relations from the same University and Ph.D. in Political Science from Kyiv National Shevchenko University. 
 
Her research interests cover European and Black Sea regional security, with a specific focus on security and foreign policies of Ukraine and Turkey. Yevgeniya has also specialized in the area of diplomatic studies, particularly, diplomatic interpretation, intercultural communication, expert and science diplomacy.
 
She has published widely on her areas of expertise in Ukraine and abroad, including academic journals and the media. 
 
She has been a participant and a guest speaker in a number of international programs and professional development seminars, including those of the Estonian School of Diplomacy, Clingendael Institute (Netherlands), Center on Public Diplomacy at the Annenberg School, University of Southern California, Diplomatic Academy of Vienna, European Digital Diplomacy Exchange Programme, George C. Marshall European Centre for Security Studies, Geneva Centre for Security Policy, NATO Professional Development Programme and others.
 
Dr. Gaber is a 2012-2013 Black Sea Young Reformers Fellow (BST) and a 2022 Marshall Memorial Fellow (GMF). 
 
She is fluent in Ukrainian, Russian, English, Turkish and speaks intermediate French.

Diplomat & Foreign Service Officer Speaker Series aims to encourage aspirants from our diverse graduate student population to explore careers in foreign policy and service and to gain a deeper understanding of cultural differences and how they play out in public policy and local laws.  The last two years have resulted in a dearth of networking and professional mentoring opportunities; hence, the Office of Graduate Studies aims to connect career diplomats with our graduate students with cultural ties throughout the world, multilingual talents, and scholarly backgrounds in matters of transnational justice, global security, and public service fields.
