Danielle A. Harms is a career member of the U.S. Foreign Service and the Diplomat in Residence for New York, New Jersey, and Pennsylvania.
Ms. Harms joined the Foreign Service in March 2003 and is a Public Diplomacy-career track Foreign Service Officer. Her most recent assignment was in the Foreign Service Institute’s Orientation Division as the Coordinator for the State Department’s flagship “SOAR” course (Specialist Orientation) and other U.S. government agency orientation training.
Ms. Harms’s domestic assignments in Washington, D.C. include service as the Senior Advisor to the Office of Eastern European Affairs covering Ukraine, Belarus, and Moldova (EUR/EE), the Senior Israel Desk Officer in the Office of Israeli and Palestinian Affairs (NEA/IPA), and the Public Diplomacy Desk Officer for 10 countries in Central Europe (EUR/PD). Ms. Harms has also served overseas as the Deputy Public Affairs Officer at U.S. Embassy Stockholm, Sweden, Cultural Affairs Officer at U.S. Embassy Kabul, Afghanistan, Political Officer at U.S. Embassy Sarajevo, Bosnia & Herzegovina, and as Consular Chief at U.S. Embassy Reykjavik, Iceland.
Prior to joining the Foreign Service, Ms. Harms worked on Capitol Hill and as an attorney in Washington, D.C., and New York City. She is an honors graduate of both American University’s School of International Service (SIS) and the Washington College of Law (WCL). Ms. Harms was a two-year NCAA Division-1 Women’s Volleyball Captain, leading the team to America’s first-ever CAA Conference Championship and NCAA Tournament appearance. She is a proud native of State College, Pennsylvania, and the descendant of generations of New Yorkers.

Diplomat & Foreign Service Officer Speaker Series aims to encourage aspirants from our diverse graduate student population to explore careers in foreign policy and service and to gain a deeper understanding of cultural differences and how they play out in public policy and local laws. The last two years have resulted in a dearth of networking and professional mentoring opportunities; hence, the Office of Graduate Studies aims to connect career diplomats with our graduate students with cultural ties throughout the world, multilingual talents, and scholarly backgrounds in matters of transnational justice, global security, and public service fields.
